智慧教育是以一种“人机协同工作系统”,人和技术协同作用而构成的教育系统,人是技术的主宰。因此,参与智慧教育的教师和学生应该能够适应、改变、应用和掌控环境,才能在环境中开展高效的教与学,教师和学生的理念和技术素养是实施智能教育的关键。为此,世界各国在教育信息化过程中都非常重视教师教育技术能力和学生数字化学习能力的培养,其根本目的是让教师和学生能够善于应用技术、与技术协同教与学,进而提升教与学的品质。例如,韩国的智慧教育推进战略将教师能力建设作为其5大战略任务之一。因此,为了迎接教育信息化新阶段到来,推进智慧教育的发展,我国应强化教师和学生信息技术应用能力的培养,把教师和学生培训纳入智慧教育的规划之中。
